Arizona's State Capitol sits just west of downtown Phoenix in an area that could be the city's next revitalization target. As Arizona's capitol and the Maricopa County seat, Phoenix benefits economically from governmental offices, including federal agencies, Arizona State University, and Luke Air Force Base. Some 140,000 employees--most of Arizona's state and federal government workers--are based in metro Phoenix. Some 30 municipal and tribal governments operate in and around the Valley.

The population of the Phoenix PMSA is 1,220,710, of which approximately 16% is African-American, 20.5% Hispanic-American, 1.9%
Asian-American, and 1.5% Native American.
